Paypal does not charge private users when they send or recieve money from other registered users, and a private user is someone who does not exceed a certain amount of transactions per month. I think it is ?250 per month. But private users can't take credit cards. If you register as a business user or upgrade the lowest level private user account, you can send recieve much more money, but only business users can take credit card payments. When you can receive more moeny and NEED to receive more money you are clearly a business and they charge you a small percentage of each transaction. So you build that into your prices.

Taking credit card payments is a business action and businesses pay for the right to use such a quick and easy transaction method. That's life. It generates more income for them, so they are willing to pay the small percentage charge for this service.

Credit card use also lays the card owner open to fraud. So credit card companies require that you have been in business for some time before giving you this right (or charge more for taking credit cards). They also require that you undergo a credit check and check your bank details. So you must have a bank account. Paypal also does this. They all want to be seen to be acting in a sensible way so users will trust them and user their services.

Now this next bit is going to sound hash, but let's just try and face reality here, shall we?

Who in their right mind is going to be happy giving their credit card details to a child, over the internet? So when Paypal and any other similar service and any other service that takes credit cards checks your bank details, do you think they will approve you to take credit cards??? The bank will have your age on record and pass that on to Paypal and any other service as a natural security check.

Hash? Yes. But who wants to give their credit card details to someone who is younger than their car?
