Do you mean WYSIWYG editor, or something like php designer 2005?

Frontpage is nice & simple to use for a newbie.

It's not so good if you want to do PHP though, you can create / edit PHP, but you have to do this as plain text and have no keyword highlighting as you'd get an a PHP IDE.
