Flash and Pop-out menu issues

I am currently developing a website for my church and I'm having a problem with a rollover pop-out menu and a flash animation. I want the menu to appear on top of the flash animation when it pops out, but instead the flash animation is on top of the menu. I tried changing the Z-index properties, but I have had no success in doing so.

The particular menu I'm having problems with is the Ministries menu.

Any help would be greatly appreciated!

I think you'll find that it's up to the flash player where in the mix that it renders it's display and the z-index is only for the browser rendered objects.

Personally I hate flash, so I'd ditch it and use something else

Just use HTML or any coding languages if you can't solve it. Search engines do text, not Flash.

Do you think an animated gif would be a better alternative?

It's only a very simple animation, I'd go with the gif or even a bit of javascript to modify the text in the <DIV> rather than using a graphic at all.
