beware in making link exchanges, if you have linked exchange on a site which eventually got banned by Google you might get banned too... That's the truth and Google take heavy measurement in implementing it... I think some SEO's are'nt making link exchange for their sites anymore, doing it in your blog could be a great help too, just remember that in link exchanging you must be on the good side and exchange links only from sites that have the same niche as yours and have a good reputation too...

Google is clamping down on websites with 2 way or 3 way link buildings. Google does not appreciate link exchanges in any way which can be used to manipulate search engine results

I don't think so.. Like what I have said, three-way link exchange is just like building one-way links. As long as the link is QUALITY and RELEVANT to yours, I don't see any reason why google doesn't appreciate exchanging links.

I think only those webmasters engage in link exchange schemes and build partner pages exclusively for the sake of cross-linking, disregarding the quality of the links and the sources can negatively impact your site's ranking in search results.

sometimes it's better to have a link partner with higher PR

A backlink is still a backlink but search engines give more significance on backlinks from relevant sites.

i think if you will put a link in a non relevant site hmmm..

i think SE will only consider relevant sites to yours
