Hello i am trying to make/find a Cpanel Mail Creation script
Does anyone know how to make one or know of any FREE ones

cpanel simply posts form data to a server side script, so just have a look at the page source and see what to post to where.

Cpanel posts add mail accounts to doaddpop.html BUT the user would have to be logged into cpanel to post the data

Correct, cpanel is an interractive web based system, not an API. It is possible to pass user/password, you'd need to google, but I have seen it done.
