Well, i dont know phpBB to well but try

public_html >Forum > Themes > Theme name> index.template.php

I am sure there are banner mods for phpBB though.

There is a banner mod, i added it to a forum of mine way back.

www.phpbbmods.com

that and phpstyles were being sold for $32k incdently the other week.
