Why not? FF and IE are the most popular browsers. The graet majority of people on the net will see your site, because they either use explorer or Firefox.
To be honest there is no reason they shouldn't be compatible with more.
In the past I've developed systems that would only work under IE it was an application though so we could dictate who would use it and require they have IE installed.
These days though on a website it seems crazy one would limit the browser choice. I've friends running macs / windows / linux using IE / Firefox / Konquorer / Safari and now lets even dump in beta Chrome

I'd be surprised if his/her websites were only compatible with FF/IE. Once upon a time, I used to have that opinion(that it didn't matter), but there are now so many web browsers out there on so many different operating systems, on so many different screen sizes.
Of course, IE and FF are the most important, and IE is a biatch to render for, but the rest all hold their special place of importance.
If a web designer can't design for other browsers, well then he is not a professional designer.
I agree, the designer needs to be able to design a website which is up to the XHTML 1.1 standard with CSS 2.1. Which is one of the latest standards which browsers are going by.
With this in mind, older browsers may need to adapt, but if the site is designed to standards then it should be futureproof for a little while.
When i make a website, i have spent hours trying to validate and make sure that the site is up to standards.
