It is a good idea so newbies can see who are the respected users and who are just like them, just starting on a great forum.

Well at the hostmatrix forums, we use it, and it seems to work good

It's used to determine if a user should get an upgrade or not

is the reputation the green square we see under each people's name that aren't admins?

and like robert said, how do you give some out?

Click the snow globe type thing next to the report post button, bottom left of post.
