Assuming it's hosting as this is a hosting forum, then it depends on your eventual aims, byt being an affiliate you are passing on potential customers to someone else who will then have every opertunity to upsell, however, you are also passing on all the support and billing.
If you can generate sales and do the admin, support & billing yourself you'll probably make more profit.
You really need to research and apply your capabilities to the outsome of your research and then make an informed decision based on your findings.
To my mind, if you are not experienced enough in online business, you'd better start with affiliate program (you will loose nothing). The thing is that you may fail to gain success if you have no experience in this kind of business.
It depends on what the product / service is, but if you haven't got the time or resources available to actually offer the service or product yourself then it makes more sense to align yourself with a company that can

yeah, it really depends on what product or services you want to resell or become an affiliate. It also depends on your knowledge on these factors. So it's better to choose one that you do have much knowledge and resources when considering which one will make you become successful.
if you just be as a affiliasi you just drive target it and sell the main seller products with not fully profit taken but if you be as a reseller you can have more profit to seller the products or services
