You'll need a domain name and a host (you could possibly host it in your own PC, but that may violate your ISP's TOS and leave your PC open to hacking - not reccomended)
Once your host has created your account and associated yoru domain name with it, then you use an
ftp client (many graphical ones about - I use Filezilla) enter the
ftp details (your host will advise these) and fire up the web site files to your host and then your site is visible to all
